Summary
As a Project Manager, you will manage highly complex IT projects for telecommunications contracts and service offerings as well as drives innovation. Location of position: Located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Acquisition Solutions Development. We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Serves as a senior expert Project Manager/Contracting Officer Representative (COR) to manage various highly complex IT projects for telecommunications contracts and service offerings. Provides authoritative technical advice to GSA/FAS on project planning, execution, and delivery, ensuring alignment with strategic goals. Prepares acquisition packages, including but not limited to the development of the performance work statement or statement of work, performs market research, generates independent government cost estimates (IGCE), prepares acquisition plans, evaluates contract proposals, and contract performance metrics. Provides feedback and communicates with leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Advises and mentors junior staff to develop project management skills throughout GSA/FAS. Coaches team members in the selection and application of appropriate problem solving methods, provides advice on work methods, and assists team members in identifying viable solutions.

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. How you will be evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of project management principles, methods, and techniques required to develop, schedule, coordinate, and manage the most complex and high value projects. Comprehensive knowledge of project management lifecycle concepts, principles, and practices needed to meet project goals from the preliminary identification stage through initiation, planning, execution, and project closeout stages. Skilled in acquisition strategy principles and methods for developing an acquisition plan that describes the business, technical, and support strategies, including, knowledge of the laws and regulations governing acquisitions in the Federal government. Ability to communicate verbally and in writing, as demonstrated by facilitation, coordination and meeting skills; relationship skills; facilitation skills and knowledge of approaches, tools, and techniques for working with individuals and groups in a constructive and collaborative manner. Ability to coach and mentor junior staff and teach project management and acquisition principles to team members. Demonstration of these KSAs must be supported by your application.
