Summary
As a Cost Management Branch Chief, you will perform a wide range of cost management activities and functions in support of key capital development projects. The Office of Program and Project Management responsibilities include data analysis, project measures, IT tools, project manager training and certification, cost and schedule management, and project risk identification and management. We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Responsible for directing, managing, and coordinating cost management activities for complex professional, technical, and/or administrative projects and programs relating to property management, realty services, design and construction, physical security activities, and the needs of designated customer Federal agencies. Projects include multi-million dollar modernization, repair and alteration, construction, and leased facility projects. Develops and directs the analysis and evaluation of complex cost management projects and activities in terms of operational procedures, organization, workflow, overall effectiveness. Determines cost management standards and controls, assures achievement of established cost management goals, and develops and executes procedures to improve program execution. Provides advice and interpretation of policies, regulations, and procedures governing acquisition activities within the framework of agency policies, and applicable laws and regulations. Plans and organizes work for subordinates by setting and adjusting priorities, coordinating workload, assigning tasks, providing advice and instruction, and evaluating and developing performance standards.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. How you will be evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life-cycle costs, applying cost models, evaluating cost realism, and supporting cost management for complex construction, modernization, repair, alteration, and lease construction projects. Knowledge of project and program management principles, methods, and practices used to plan, schedule, budget, track, report, forecast, control, and close out large, complex construction, modernization, repair and alteration, lease construction, and non-space/non-construction programs. Ability to develop, implement, evaluate, and improve cost management standards, controls, procedures, tools, and standard operating practices for complex capital development, construction, renovation, and related business programs. Knowledge of acquisition, procurement, and contracting, statement of work, and Federal contracting policies, regulations, procedures, and practices as they relate to cost management, project planning, construction execution, and contract cost requirements. Ability to supervise and manage professional and technical staff, including planning and assigning work, setting priorities, evaluating performance, providing technical and administrative guidance, identifying training needs, and improving work quality and productivity.
