Duties
If selected for this position as a GS-0080-15, Supervisory Security Specialist your duties may include, but are not limited to the following: Providing leadership in the initiation and implementation of current and new personnel security, counterintelligence and insider threat programs including inspection, investigation, enforcement and compliance. This involves determining funding and manpower requirements; evaluating and analyzing the effectiveness and impact on ORS and NIH operations; anticipating potential problems; and pursuing alternative course(s) of action if needed. Setting the strategic direction for the Office and determining the necessary goals and objectives and initiatives to achieve this direction. Ensuring that all personnel security, counterintelligence and insider threat policies and programs are efficient and effective and that comprehensive security standards and guidelines are developed and followed. Developing, analyzing, evaluating, advising on, and improving the effectiveness of work methods and procedures, resource utilization, distribution of work assignments, delegations of authority, risk management, quality control, information and documentation systems, and similar functions of management. Managing the program for employment prescreening of all categories of employees, contractors and affiliates for initial employment and retention of sensitive and non-sensitive positions; security clearances and eligibility; and access to sensitive information, resources, material, work sites critical infrastructure, and IT systems. Analyzing, developing, and writing documents including investigative reports, special reports, position papers, proposals, justifications, and memoranda on numerous subjects dealing with personnel security, counterintelligence and insider threat issues that impact ORS and NIH. As an expert authority on personnel security, counterintelligence and insider threat issues, serving as a liaison between the biomedical research community and professionals in the field of law enforcement. Keeping the ORS Director and Deputy Director and other key NIH officials informed of trends and developments having significant bearing on the mission of the NIH and HHS. Providing expert technical advice, guidance and recommendations to agency managers and other senior law enforcement officers on critical operations.
