Summary
This position is located within the U. S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) Office of Information Services (MC-MI), Office of the Administration (MC-M). MC-MI is responsible for managing and operating the FMCSA Freedom of Information Act (FOIA) program. The incumbent serves as a Management Information Specialist within MC-MI processing FOIA requests.
Duties
The Management Information Specialist: Responds to and coordinates FOIA and Privacy Act requests and appeals. Coordinates responses with program offices and the Office of Chief Counsel within established deadlines. Assist management officials in the implementation of organizational and procedural changes resulting from management studies and surveys. Conducts reviews of the full range of FOIA requests including those that are highly complex and sensitive. Knowledge of the procedures, rules and policies relating to the FOIA and Privacy Act needed to respond to FOIA requirements. Conducts special and ongoing analysis and studies that result from changes or modifications to current FOIA and Privacy Act rules, regulations, policies and procedures. Draft FOIA response letters. Utilize agency IT systems to conduct searches and retrieve records responsive to FOIA and Privacy Act requests. Provides consultative services to program offices. Ability to prepare management reports. Responsible for concurrence on all proposed directives materials, in terms of technical compliance with governing policies, procedures and practices affecting incorporation into the FMCSA Directives System. The ideal candidate should possess written and verbal communication skills, be able to function independently as well as in a team environment, and have a working knowledge of the Freedom of Information and Privacy Act and working with an agency's internal Directives Program. Candidate should possess organizational skills and ability to manage large case loads.

BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
