Duties
The Budget Analyst is responsible for a range of functions within financial management, including, but not limited to, budget formulation, budget execution, administrative management, systems accounting, and serving as a technical advisor. In this position, you will: Conduct budget formulation by performing detailed analyses of annual funding requirements to estimate the internal operational needs of the program. Analyze and evaluate the budget by monitoring expenditures, preparing analytical reports, and recommending remedial actions as necessary. Develop cost data reports for assigned programs while working closely with the Budget Officer. Develop policies, procedures, and guidance for the execution of budget formulation and overall financial management.

The applications that meet the basic qualifications will be evaluated further against the following criteria: Skill in analyzing budgetary issues and recommending actions under tight deadlines, changing priorities, incomplete information, and competing objectives. Knowledge of the various funding types; methods of funding; and budgetary and financial relationships between the assigned budget(s) and programs of other agency components and organizations. Knowledge of budget policies, regulations, procedures, and precedent-setting decisions sufficient to develop and evaluate budget forecasts. Knowledge of databases in order to locate and analyze data pertaining to the budgets for substantive programs.
