Immediate Office of the Chief of Naval Operations

The Chief of Naval Operations is the Navy’s senior military officer and a member of the Joint Chiefs of Staff. USAJOBS uses “Immediate Office of the Chief of Naval Operations” for civilian positions on the CNO’s headquarters staff, known as OPNAV, and in some activities that report directly to it; OPNAV works largely from the Pentagon and develops the Navy’s policy, plans, requirements and budget rather than running ships or bases itself.
