Summary
You will serve as the Director of the Plant Protection and Quarantine (PPQ) Budget and Financial Management Division . You will coordinate with the PPQ Management Team on annual and out-year budget activities, provide guidance, leadership and strategic direction to budget planning, budget execution, financial management, and cost and fee analysis for PPQ.
Duties
The duties may include, but are not limited to:
Leads national budget development for assigned program responsibilities and provides coordination for the Program Planning and Budget Development Process.
Oversees administration of PPQ’s user fee activity-based cost models; responsible for the team that designs, develops, operates, and evaluates the user fee cost model and associated regulatory and policy activities.
Assesses and addresses unanticipated program resource needs and monitors the overall budgetary health of programs.
Ensures, in collaboration with leaders, systems that support planning, evaluating, and monitoring activities are integrated and meet the needs of the agency and its customers, stakeholders, and the Office of Management and Budget (OMB).
Coordinates with PPQ Budget staff, APHIS Financial Management Division, and APHIS’ Policy and Program Development staff, Budget, and Accounting Division, and LPA
Oversees in-depth analyses of user fee policy and program management issues of importance to APHIS’ mission to protect and serve U.S. agriculture.
Provides overall direction and coordination to subordinate staff members. Supervises a staff of multiple policy, technical, and support employees.
