About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland.
Duties
As a Program Analyst, the incumbent is responsible for the meticulous hands-on execution, tracking,and obligation of the directorate's funds.
The incumbent constantly analyzes and evaluates the progress and performance of directorate programs against financial milestones.
The incumbent is tasked with analyzing trends, forecasting, and oversight-level monitoring of budgetary activities to ensure ongoing fiscal accountability and efficiency.
The incumbent serves as a key liaison for all budgetary matters, representing the directorate, advocating for, and coordinating with stakeholders to meet its resource needs.
Spearheading cross-functional collaboration across multi-level teams to define and execute complex Information Technology and Cyber contractual requirements.
Directing comprehensive financial tracking, burn- rate analysis and funding projections to ensure seamless contract execution.
Executing the end-to-end contract lifecycle by bridging technical requirements with resource management to ensure full funding alignment.
Advising Leadership on contractual and contractor effectiveness, fiscal health, and regulatory compliance for all acquisition requests.
Consulting regularly with technical and resource management specialists within the directorate and with customer organizations to assess the status of individual projects.
Education
