Duties
This Deputy Assistant Secretary position is located in the Bureau of Democracy, Human Rights, and Labor (DRL). The Bureau's mission is to champion American values, including the rule of law and individual rights, that bring about safer, stronger, and more prosperous states. DRL advances American security by promoting respect for human rights, bolstering democratic institutions, empowering civil society, promoting and protecting freedom of expression, and upholding internationally recognized worker rights. As a recognized authority on human rights and democracy, the Deputy Assistant Secretary provides authoritative information, analysis, and policy options to the Assistant Secretary, other senior Departmental and international officials on critical human rights issues of international importance that are critical to the Department's ability to fulfill its public diplomacy and international relations mission, establish effective mechanisms for the recognition and expansion of human rights at the international level, and promotion of democracy in American foreign policy and programs. The incumbent of this position will report directly to the Bureau's Principal Deputy Assistant Secretary. Additional duties and functions include the following: Develops policy goals and objectives, including determining foreign policy guidance for the bureau, other geographical and functional bureaus, and other US Government agencies. Functions as key Departmental strategist in developing and implementing foreign policy to advocate for human rights and democracy. Specifically, responsible for the supervision of the incorporation of policy on building democratic systems into Department of State programs, and the work to improve and influence multilateral relations. Researches, analyzes, and provides options for positions and programs most likely to be successful in protecting human rights and strengthening democratic institutions on an international scale. Provides continuing liaison and productive working relationships with Congressional members and staff, the international human rights community, and with other non-governmental organizations to obtain current, credible information regarding international developments in human rights.
Requirements
This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for the this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually and upon termination of employment.
