Duties

This position is with the Office of Inspector General, Office of Audits, Inspections, and Evaluations, responsible for the development, direction, and implementation of a broad, comprehensive review program covering audits, inspections, and evaluations of all Department of the Interior (DOI) and Insular Area Governments' programs and activities in terms of (a) economy, efficiency, effectiveness, and equity; (b) internal controls, financial reporting, and compliance with laws and regulations; and (c) program results. As the Deputy Assistant Inspector General for Inspections and Evaluations, ES-0343-00, you will perform the following major duties: Establishes inspection and evaluation organizational goals and develops long and short-range plans to attain these goals, including appropriately allocating resources and advocating when additional resources might be needed to meet operational and emergency needs. This includes recommending organizational changes to improve operations, including revisions of basic structure, allocation of resources and key subordinate positions, as needed; Establishes inspection and evaluation priorities through strategic planning; assigning projects that are relevant and formulated to promote meaningful change within the DOI and monitoring the progress of those efforts; and, keeping the Acting Inspector General and her immediate office apprised on the status of relevant issues related to the work. Directs the development of the annual inspection and evaluation plan, using a data driven approach and focusing on high risk/high impact projects; Provides guidance and direction to inspection and evaluation teams and ensures timely completion by holding staff accountable to meet approved milestones; Develops project ideas, determining the most effective and efficient approach to be followed in the performance of the projects, and monitoring progress; Ensures the inspections and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, evaluation guidelines established by the Office of Management and Budget, and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations; When designated, serves in the Assistant Inspection General for Audits, Inspections and Evaluations in the management of AIE, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the AIE through the use of new business or technological measures, processes, techniques or strategies; Fosters and promotes effective communication within the organization, both horizontally and vertically. Ensures Departmental senior level management are appropriately informed of AIE activity. Collaborates with peers within DOI OIG, and across the CIGIE community; Reviews existing and proposed legislation or regulations and policies to determine the effect on the efficiency and effectiveness of OIG inspection and evaluation programs, and makes recommendations, as appropriate.

Must be a U.S. Citizen. Initial SES Career Appointee is subject to one-year SES probationary period. How you will be evaluated

As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive-level management capability and directly related to the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) identified in this announcement. The ideal candidate will have experience supervising employees through subordinate supervisors and experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent in the private sector or non-governmental organizations. Following the close of the announcement, applicants' two-page resumes will be reviewed to determine whether they meet the minimum qualification requirements and demonstrate the required experience and qualifications identified in this announcement. ECQs and TQs must be addressed within the two-page resume. Separate ECQ or TQ narratives will not be accepted or reviewed. Applicants who meet the minimum qualification requirements may be invited to participate in a structured interview conducted by a panel of SES members. A structured interview is a standardized assessment in which all interviewed applicants will be evaluated using established questions and criteria. The panel will assess the applicant's demonstrated qualifications and competencies against the ECQs identified in this announcement. The assessment results, along with other information obtained through the selection process, may be used to determine which applicants will be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB-certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selectee will be required to serve a one-year probationary period.
