Summary
This position is the Director, Financial Management Group (FMG), serving as Chief Financial Officer for the Center for Information Technology (CIT), National Institutes of Health. Reporting directly to the CIT Executive Officer, the incumbent serves as principal financial advisor to the CIT Director and Deputy Director, leading budget formulation and execution for CIT's ~$500M budget, funded through the Service and Supply Fund, Fee-for-Service, and Capital Investment Funds.
Duties
Provide leadership in conceiving, developing, and implementing budget formulation and execution strategies, business processes, and systems for CIT's operational components.
Directs the annual fiscal year closeout, including reconciliation of obligations, accruals, and disbursements across multi-year funding sources, and oversight of amortization and depreciation of capital IT assets.
Develop and operate a cost accounting system that merges programmatic and financial data to report CIT's activities and their costs, sufficiently compatible with the central NIH accounting system to meet standard audit requirements.
Assesses financial and budgetary risk associated with major infrastructure and modernization initiatives. Represents CIT on financial management issues at NIH Budget Officer and interagency forums.
Advise the CIT Leadership on the financial merits and risks of proposed initiatives, such as Capital Investment and Cyber Funds and Operations and Maintenance cost implications. Oversee senior and junior level financial and budget analysts.
