The 0904 series is the federal trainee series for law graduates: new attorneys who hold a J.D. but are not yet admitted to the bar, typically hired through an honors program and converted to the 0905 attorney series once admitted. Agency honors programs are the usual route, open to J.D. and LL.M. students in their final year. Term and career law clerk positions in the U.S. Courts are a different thing: clerkships with a judge, hired by the court under the judiciary’s own pay system.
