Duties
Position Description # D1105000 POSITION DUTIES: This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel while performing the functions of the RAPIDS Site Security Manager. MAJOR DUTIES: (1) Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Conducts and/or participates in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts staff visits and trains personnel within the unit in all programs for which responsible. (2) Responsible for and oversees the direction of the RAPIDS program and functions as the technical expert. Responsible for supporting each of the RAPIDS functions which includes but is not limited to the following: CAC cardstock and consumables: ordering, management, and accountability Policy and procedure compliance Site administration and security (including maintaining site's address information for RAPIDS Site Locator Documentation and training Installation of new "plug and play" hardware components, i.e., mouse, fingerprint scanner, smart card reader Validation of the identity of individuals whose fingerprints cannot be captured Document overrides in the event a CAC recipient does not have proper identification documents Use of the automated card management system Maintain "ID Card Office Online" oversight Review all information on the audit trail reports Evaluate the audit trail report to monitor fraud, waste, and abuse, and maintain for one year and/or during the period of performance; and All SSMs shall complete the VO training. (3) Responsible for the management of and oversight of Site Security Managers (SSMs) and Verifying Officials (VOs). (4) Responsible for the accountability, control, verification, and issuance of USIDs and CACs for active duty military, reserve and National Guard members, military retirees, family members/dependents, and other eligible recipients. (5) Ensure uniformed service members, their family members, and other eligible beneficiaries receive the DoD benefits to which they are entitled. With the added responsibility of issuing ID cards, the VO is on the front lines of defending national security interests and plays an important role in keeping our country safe. (6) Performs other duties as assigned.
