About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the NAF Human Resources Office on Davis Monthan AFB, Tucson, AZ, This position is considered Regular Full Time. Duties
HR Advisory: Provides authoritative human resources advisory services to commanders, managers, supervisors, and employees. Interprets and applies applicable NAF personnel laws, regulations, policies, and procedures. Advises management and employees on personnel matters, employee entitlements and rights, and appropriate courses of action. Provides guidance and assistance to serviced activities and facilities. Monitors the flow of work and adjusts as needed. Responsible for running routine audits (i.e. WGI, Benefits Arrearages, Position Hierarchy, Length of Service, et) R&P, Classification, Compensation and Benefits: Administers recruitment and placement, position classification, compensation, leave, benefits, and related NAF personnel programs. Provides technical guidance and resolves personnel issues involving staff and qualification determinations. Classifies positions, conducts position reviews and desk audits, makes Fair Labor Standards Act (FLSA) determinations, and advises management on position management. Provides guidance on pay, leave, benefits, overseas entitlements, and compensation matters and supports applicable wage and salary administration activities. Participates in planning and conducting the local NAF wage survey IAW regulatory guidance. May serve as Chairman/Co-Chairman of the NAF Locality Wage Survey Committee. DCPDS: Serves as the focal point for the automated NAF personnel data system for transaction problems and error resolutions. Oversees the accuracy and integrity of NAF personnel and position data within the automated personnel system. Monitors personnel processing, conducts quality-control reviews and routine program audits, resolves system and processing issues, and provides technical guidance concerning personnel actions and system errors. Provides management with applicable personnel and position information and reports. EMR/Labor: Provides advisory services on employee-management and labor relations matters, including disciplinary and adverse actions, grievances, performance management, business-based actions, prohibited personnel practices, and collective bargaining matters, as applicable. Reviews applicable derogatory information and provides suitability/fitness determination recommendations in accordance with established requirements. Training and Program Support: Coordinates with installation officials, HQ AFSVC/VIHR, the Drug Demand Program office, legal counsel, and other functional offices on NAF personnel matters. Conducts NAF Supervisor Training and other HR-related training for management. Supports personnel program reviews, special projects, and other NAF HR initiatives. Supervisory Functions: Supervises assigned Human Resources staff. Plans and assigns work, establishes and adjusts priorities, monitors workflow, reviews work for accuracy and completion and provides technical guidance and training. Evaluates employee performance; approves leave and timecards; coaches, counsels, and disciplines employees; and takes or recommends appropriate personnel actions. Ensures assigned staff receive appropriate training and effectively accomplish the work of the NAF Human Resources Office. Performs other related duties as required. Education
