Summary
You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Supervisor of Shipbuilding (SUPSHIP) of SUPERVISOR OF SHIPBUILDING BATH.
Duties
You will be responsible for post award functions involving highly specialized procurements of significance and sensitivity in support of the national defense.
You will plan, develop, and establish the contractual strategy for the overall, highly complex acquisition action.
You will develop a pre-negotiation position, determine the types of contracts and negotiation authority to be used, and prepare justification.
You will coordinate with the engineering and production departments, legal counsel, audit, and subordinate activities.
You will direct the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, and similar matters.
You will serve as the managerial contracting advisor to the program management office, and represent the agency or department as one of the program's contractual authority at conferences and meetings.
You will manage the process team with quantitative and qualitative appraisal of division performance.
You will exercise broad control over the work of the division, to include the assignment and prioritization of work in accordance with process team goals. policy, and general guidance from higher authority.
You will use sound judgment to guide the effort of subordinates; assist them where appropriate (and/or as necessary), take steps to prepare employees for changes in work processes or changes to the working environment.
Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
