Summary
As a Realty Specialist, you will serve as a senior technical specialist for the realty services program, providing key input to the development of business practices. Location of position: Public Buildings Service, Office of Realty and Lease Acquisition. Positions may be filled in any of the listed locations. We are currently filling two vacancies, but additional vacancies may be filled as needed.
Duties
Provides expert technical advice on specific tasks, furnishing written instructions, reference materials and relevant background material to associates; maintains current knowledge and answers questions from associates on procedures, policies and directives, obtaining information from the supervisor regarding final decisions on major problems and issues that arise. Provides leadership, guidance, assistance, and advice on current procedures and practices to internal customers and stakeholders. Maintains a working knowledge of public laws, Executive orders, regulations and directives related to realty services programs. Provides critical analyses of pressing issues and required procedural recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new program issues. Writes or collaborates with others on the development of responses to controversial issues. Makes adjustments in work assignments in accordance with established priorities and fluctuating workload, obtaining assistance from the supervisor only on major issues or problems which may arise.
Requirements
If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level).
How you will be evaluated
A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of the GSA real estate program; able to answer questions on procedures, policies, directives, etc., and obtain needed information on decisions from supervisor on major problems and issues that arise. Knowledge of lease acquisition regulations, lease administration procedures and practices, General Services Administration Acquisition Regulation (GSAAR), Privacy Act, applicable OMB circulars and directives pertaining to realty services business practices, and other realty services agency regulations and procedures. Knowledge of Federal laws, regulations, and portfolio management policies applicable to the development and acquisition of real property for Federal use. Ability to apply high-level program analysis techniques and procedures and analyze the effects of alternatives on program performance and mission accomplishment. Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies, to articulate positions/policies of vast technical complexity and to represent the agency on task forces.
