Duties
General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Develop and execute operational plan for effective resource deployment across teams. Exercise managerial oversight of sensitive and confidential matters including Congressional, statute cases, precedent setting settlements, high risk areas, and Treasury Inspector General Tax Administration (TIGTA) referrals. Ensure that taxpayers' rights are upheld and the application of tax law is both consistent and proper. Work with taxpayer groups and practitioner organizations to promote customer outreach and satisfaction. Review and analyze reports (e.g., Appeals Quality Measurement System, Appeals Centralized Database System reports), employee surveys, customer comments and feedback and other relevant data to develop recommendations and implement improvements. Provides leadership for the area's Appeals activities and works in partnership with NTEU to enhance business results, customer satisfaction and employee satisfaction. Requirements
Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. How you will be evaluated
Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants who apply by the initial cut-off date, and are among the highest quality group of candidates, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order. We will not reimburse costs related to the interview such as travel to and from the interview site. If additional vacancies exist, remaining applicants will be considered in quality group order as needed by cut-off date. Performance Appraisal and Awards - Will not be used in determining your overall rating. Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official.
