Summary
As a Division Director incumbent will be responsible for the management, planning, coordination, and successful execution of acquisition activities undertaken by the Division. This position is located in the Federal Acquisition Service (FAS), Acquisition Solutions Development (ASD), Acquisition Service Center 3, Division 1, 2, 3, or 4. Location of Position: Any of the locations listed. We are currently filling 4 vacancies, but additional vacancies may be filled as needed.
Duties
As a Division Director, you will be responsible for the following duties: Plans, manages, directs, and coordinates procurement activities for the pre-award and post-award functions associated with GSA GSS/TTL Schedule contracts which are long-term government-wide contractual vehicles with commercial firms providing government customers with direct delivery of state-of-the art, high quality commercial products and services. Directs the full range of purchasing and contract administration activities, including but not limited to, the issuance of solicitations, awarding of contracts, contract modifications, negotiation of changes, exercise of options for contracts, investigation and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims and the termination of contracts for the convenience of the government or for default by the contractor. Plans, develop, establishes and directs the contractual strategy for the Division and develops the Division's Standard Operating Procedures and letters of instructions for the subordinate staff. Recommends the human resource, financial and material resources required to accomplish the Division's mission and justifies these decisions to the Service Center Director of the Acquisition Service Center 3. Prepares an annual business plan outlining program objectives, strategies, goals, and resource requirements. Manages the human resources of the Division through subordinate supervisors. Assigns work, plans and schedules the work of subordinates, counsels' subordinates on all employment-related issues, establishes and modifies employee position descriptions, makes selections for employment and promotions, establishes employee performance standards, evaluates employee performance, and takes actions to correct employee misconduct or unacceptable performance.

If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. How you will be evaluated
A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of procurement and contracting laws, principles, and regulations to manage/oversee an acquisition workforce. Knowledge of federal, agency, and private sector acquisition, procurement, and contracting operations to formulate and execute program and contract operations in compliance with relevant guidelines (e.g., laws, regulations, policies) and provide comprehensive oversight of activities, functions, and operations. Skill in directing and overseeing the total life-cycle management of acquisition operations through subordinate supervisors, evaluating workforce and workload requirements, assigning work based on priorities and risk, and managing personnel and program operations sufficient to achieve organization goals, mitigate operational risks, and support current and long-range mission requirements. Ability to develop long-range plans in response to shifting organizational priorities and to conduct reviews of acquisition programs and implement necessary changes to meet performance goals. Ability to supervise, manage, and/or lead a subordinate staff to successfully meet program goals and work effectively with a diverse team.
