The Department of Energy's (DOE) Office of the General Counsel is looking for a dynamic, innovative, seasoned executive to serve as the Director of the Office of Standard Contract Management.
Duties
As the Director of the Office of Standard Contract Management, you will: Provide leadership in the strategic planning, policy development and direction for the Office of Standard Contract Management and ensure senior-level coordination with the other Departmental staff offices. Plan and direct overall work operations, set goals, priorities, and objectives and establish operating policies. Develop and establish long- and short-range plans, goals, and projects. Recommend program changes and policies to accomplish the work operations more effectively and comply with the intent and deadlines established in governing regulations and laws. Develop projections for spent fuel discharges and storage requirements. Serve as the Contracting Officer for all standard contracts with utilities. Coordinate all issues related to the Standard Contract; including coordinate all utility settlement negotiations, review of cost claims from utilities, and meet with Department of Justice and utility lawyers on terms of the agreements. Manage all Nuclear Waste Fund activities including the investment portfolio, fee adequacy analysis, total system life cycle cost estimating, fee verification and fee projections. Oversee the waste acceptance planning and documentation process, including the development and update of the waste acceptance planning documents, waste verification planning process and the waste acceptance criteria.
Requirements
Must be a U.S. Citizen or National. Subject to a 1-year SES probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. How you will be evaluated
Once the application process is complete, a review of your resume and supporting documentation will be conducted. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
