THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CIVIL ENGINEER, Position Description Number PDT5904800 and is part of the WY 153d Civil Engineering Squadron, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
This position serves as a Civil Engineer with the 153d Civil Engineering Squadron, Wyoming Air National Guard. Provides supervisory (less than 25%) and technical assistance to the Base Engineer in overseeing and managing the engineering shops and production control function. Provides technical support to all assigned sections. Provides guidance to these sections on standard and code requirements. Develops engineered solutions to technical problems, which are incapable of being resolved by subordinates. Typical problems require the need to perform extensive mathematical and technical calculations in engineering to include civil, mechanical, electrical, or general engineering as well as architecture. The incumbent provides subordinate guidance and team leadership to Dual Status and Title 5 employees. Incumbent performs planning development necessary to accomplish architecture and engineering functions for programs essential to state Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Air National Guard requirements ** This is NOT an all-inclusive list of duties. **

EMPLOYMENT CONDITIONS: U.S. Citizenship Required. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Federal employment suitability as determined by a background investigation. GS-0810-12 positions are within the professional series IAW 5 USC §3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313). Eligibles will be listed in score order, including veterans' preference points. May be required to successfully complete a two-year trial period. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS costs are not authorized. Must be willing to relocate at own expense if selected. 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. Duties and responsibilities may significantly impact the environment. Responsible for maintaining awareness of environmental responsibilities as dictated by legal and regulatory requirements, organization, and its changing mission. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
