Summary

The Business Operations Manager serves as the assigned organization's principal operations expert, responsible for providing operational management and administrative leadership and supporting strategic planning and policy activities related to organizational operations. The incumbent oversees relevant activities and support staff in the areas of strategic human capital management, business operations management and oversight, financial management, and resource allocation.

Duties

As a Business Operations Manager, you will perform the following duties: Strategic Planning and Policy Management: Develop strategic plans, provide policy recommendations, and advise senior leadership on resource allocation and budget options. Serves on NSF wide working groups related to policy, liaison to other organizations, etc. Human Capital Management: Oversee recruitment, onboarding, workforce planning, and human resources activities to ensure effective use of human resources and compliance with regulations. Serves as key human capital advisor to leadership. Financial Management and Resource Allocation: Manage organizational budgets, forecast resource needs, analyze financial data, and ensure compliance with NSF policies. Aligns budget with operational needs. Business Operations, Analysis, and Management: Identify, assess and implement efficient business processes, oversee contracts, financial reporting, and internal controls, and manage organizational resources. Supervisory Responsibilities: Plan, assign, and review work, evaluate employee performance, provide training, and address employee development and administrative matters. Other duties as assigned.

Requirements

You must be a U.S. citizen. Additional Requirements: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent. Applicants do not need to seek their supervisor's approval to apply for this temporary promotion/detail opportunity. However, supervisory approval is needed prior to making the temporary promotion/detail effective. Candidates selected for a detail will remain at their current grade and rate of pay. This temporary promotion/detail is for a period of 120-days and may be extended up to one year. This temporary promotion or detail CANNOT be made permanent. The temporary promotion/detail may be terminated at any time during this period. Upon conclusion of the temporary promotion/detail, you will be returned to your former office and position/grade. You must meet eligibility and qualification requirements within 30 days of the closing date. You must answer all job-related questions in the NSF eRecruit questionnaire and any external assessment that is included. All online applicants must provide a valid email address. NSF has determined that all of its positions are eligible for situational telework. Situational telework may be approved on an occasional basis in accordance with agency policy, supervisory approval, and operational requirements. Selected candidates interested in telework, or other workplace flexibility arrangements, should discuss available options with the selecting official. Participation in telework is voluntary and requires an approved telework agreement.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
