Summary

As Assistant Deputy Comptroller for the Specialty Assets Portfolio, you will advise the Deputy Comptroller on specialty assets supervision and manage supervisory activities for select financial institutions. You will provide leadership, oversight, and direction for specialty assets supervisory functions within RMFI. Regional and Midsize Financial Institutions (RMFI) Washington, DC (Preferred Location) Alternate Location Arrangement (ALA) option available. See Additional Information.

Duties

As an Assistant Deputy Comptroller, you will: Manage supervisory activities for assigned banks by determining supervisory strategies, assigning banks for continuous monitoring, implementing and directing quality assurance, and working with Deputy Comptrollers to establish RMFI goals. Plan, organize, implement, and direct bank supervision activities. Contribute to the development of OCC Specialty Assets Portfolio programs at the national level and support the development of OCC-wide expertise through developmental assignments and training. Develop and implement plans to achieve program objectives, assess program effectiveness, administer assigned agency plans and activities, and provide input on proposed OCC program implementation and revisions. Monitor the condition of assigned banks and maintain awareness of trends within the banking industry, financial services marketplace, and environmental issues. Provide supervisory input to the licensing decision-making process for complex issues and significant applications involving specialty assets or other nontraditional activities across the federal banking system. Serve as a member of the RMFI management team and work with Directors and ADCs in overseeing regional and midsize financial institution supervision. Represent the OCC on supervisory matters with bank executives, boards of directors, federal officials, and other stakeholders. Coordinate supervisory activities and information sharing with the FDIC, Federal Reserve, and other regulatory agencies. Meet with bank management and directors outside the examination process to discuss changing conditions, emerging risks, and significant supervisory, policy, or program issues. Meet with public interest groups and the public to explain OCC supervisory matters and address issues of mutual interest. Develop and manage the budget for assigned banks by forecasting resource needs, proposing expenditures, monitoring spending, and tracking progress toward organizational goals. Establish organizational objectives and priorities that support the OCC strategic plan. Develop short- and long-term plans and manage resources to ensure organizational activities align with OCC goals and mission requirements. Supervise and develop employees by communicating organizational goals and priorities, planning and assigning work, establishing performance expectations, evaluating performance, providing coaching and development opportunities, making staffing and personnel decisions within delegated authority, resolving employee issues, and ensuring the quality and effectiveness of work products. Supervisory responsibilities represent less than 25 percent of the position's time.

Requirements

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. There are three key documents that contain important information about your rights and obligations. This position is subject to a 10-year term limit. If selected, you will be required to sign an Agreement for Term-Limited Position that details conditions. Complete a background investigation (unless already completed). Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable. Travel overnight or locally on an occasional basis. Obtain and use a Government-issued charge card for business-related travel. File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues.
