Summary
You will serve as a Financial Management Analyst (Disbursing Lead) in the Travel Branch; Employee Services Division; Comptroller Department of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. NT-04 is equivalent to GS-11/12.
Duties
You will be responsible for the implementation of all rules, regulations, and policies relating to disbursing operations.
You will serve as a subject matter expert regarding reimbursement entitlements and processes for travel expenditures.
You will compile data and maintain records of standard system performance, customer satisfaction and other performance metrics in order to prepare charts, graphs, and narrative information for management.
You will advise management on the appropriate distribution of work and recommend staffing levels and skills mix to maximize efficiency.
You will research policy questions relating to employee reimbursement entitlements in the Joint Travel Regulations (JTR) and the Department of Defense Financial Management Regulation (FMR).
You will be responsible for ensuring that payments are properly processed and that financial transactions are liquidated correctly.
You will ensure proper collection of debts owed to the US Government, including establishment of payroll offsets where appropriate.
You will obligate funds related to travel relocation expenses processed outside of the normal automated system.
You will analyze records and provide appropriate KSDs to ensure compliance with FIAR requirements during testing and other inspections for the Employee Services Division.
You will be the primary alternate to the Agency Program Coordinator (APC) for the Government Travel Charge Card.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. or Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. or Successful completion of an LL.M. that is related to the position being filled. or A combination of specialized experience and graduate education as described above that equates to one year of experience.
