The 0089 series, Emergency Management Specialist, covers the planners and coordinators who prepare for, respond to and recover from disasters and other emergencies: writing continuity and response plans, running exercises, managing mitigation programs and coordinating with state, local and other federal partners. The Department of Homeland Security is the main employer, through FEMA and the department’s headquarters continuity programs, but the series also appears in the Navy, Army, Interior, Defense and Veterans Affairs, where installations and bureaus run their own emergency management offices.
