U.S. Army Reserve Command (USARC) commands the Army Reserve, the federal reserve component of the Army, whose soldiers serve part time in units across the country and overseas. The full-time civilian staff who keep those units running between drill weekends are hired through USAJOBS, and most of them are military technicians: federal employees who must also be members of the Army Reserve.
