Duties

CLARIFICATON: THE AGENCY IS RECRUITING FOR A GS-13 POSITION. * The successful candidate will be primarily responsible for training development, facilitation and knowledge management. The successful candidate will also assist with other initiatives within the Training and Talent Development (TTD) Team involving both the design and facilitation of group training events dealing with organizational change and employee knowledge initiatives. Training and Talent Development Team initiatives are designed to advance the professional development, growth, and performance of OIG employees. The successful candidate must be highly motivated and have demonstrated skills/experience in learning development, and group and instructional facilitation. Specialized experience teaching and/or instructing in an OIG environment, adult education programs and workshops is highly desired. Bring your skills and voice to our team! The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Training Program Development Design, develop, deliver, and evaluate instructor led and e-learning training programs that support USPS OIG's business objectives aimed at creating and sustaining this high performing Agency. Serves as an expert in the formulation, development, facilitation and evaluation of plans and procedures for the employee development and training programs for the USPS OIG. Specialized experience teaching and instructing adult education programs. Author and organize training systems procedural manuals, supporting documentation for training programs and systems in accordance with organizational and departmental requirements. Develop and coordinate work plans and project proposals involving staff needs, costs, and scheduling dates to meet program objectives. Manage the preparation of instructor materials and required job aids, templates, and reference materials supporting different training platforms and formats. Deliver training materials via a variety of channels, including in-person classroom training and/or virtual training sessions to a decentralized audience. Support the training and workforce development at USPS OIG, in exhibiting aspects of declarative and procedural knowledge along with motivation, measurable in equal proportions, to deliver the required Training, and Talent Development to USPS OIG staff. Implement innovative approaches to enhance the learning experiences of the USPS OIG community including use of emerging technologies. Coordinate and assist in the development and distribution of various instructional guides to document training events or specific training needs. Partner with organization wide functions to understand training requirements necessary to support operational needs and seeks out training opportunities to facilitate identified needs. Facilitate group meetings, teambuilding, and business planning sessions with Agency personnel; and perform a variety of administrative activities essential to the delivery of the training department's services. Coordinate with the TTD manager on the development and administration of pilot classes and course development projects. Oversee the administration of multiple courses per month, including pre-planning and coordination, onsite presence and troubleshooting, and follow-up evaluations. Coordinate component and agency-wide training programs for the USPS OIG, by representing the TTD team at training meetings with other USPS OIG personnel; scheduling space, overseeing logistics requirements development, and implementation for USPS OIG-hosted training; coordinating with training vendors and course instructors. Curriculum Design Conduct the research necessary to develop and revise training courses performing in-depth needs analysis, identify performance gaps and changes in work processes and procedures. Works with OIG staff and experts to develop the design for a training curriculum using instructional design methodology focusing on innovative ways to deliver and deploy learning, incorporating creativity and flexibility through all phases of each project. Consult with subject matter experts and stakeholders to ensure accuracy and usability of the targeted learning intervention and to determine the best learning solution for each training situation. Facilitates the conversion of traditional training materials to alternate learning formats - computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means. Plans, organizes, and conducts research on complex learning and professional development issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.
