Summary

This position is with Department of Labor, Mine Safety and Health Administration (MSHA), Directorate of Technical Support. The incumbent serves as a supervisory management analysis officer. Technical Support provides engineering, scientific and technical expertise to MSHA's Enforcement, Education and Training, Standards, Regulations and Variances, and Assessments program areas and the mining industries and mine operations.

Duties

Major Duties include but are not limited to: Performs and reviews tracking and evaluation of administrative programs including but not limited to staffing, budget, asset management, space management, mail management, safety, and health, GSA fleet vehicles, training, telework, administrative services, etc. to prepare periodic reports and respond to data calls, as requested. Serves as the liaison between organization and Agency administrative personnel on all space management and requirements including occupancy agreements, relocations, space modifications, furniture, telecommunication, and funding requirements. Participates in management planning, policy-making, and decision-making meetings regarding the budget, human resources, program goals, procurement, and administrative operations and maintains meeting notes. Develops recommendations for proposed actions and options and advises management officials of the potential impact in implementing recommendations. Serves as an advisor and technical resource to the management on financial management matters. Responsible for coordinating budget execution activities, including reviewing and compiling budget estimates and preparing reports as needed by the management or other office budget staff. Coordinates with budget staff regarding the financial status of funds; monitors spending rates and trends; prepares budget projections; and communicates potential problems to the management. Reviews budgetary reports and recommends appropriate fiscal adjustments as necessary. Serves as the point of contact between the organization and the DOL Office of Human Resources for all matters about human resources and coordinates HR activities. Using the electronic human resources system; initiates requests for personnel action as a proxy for management officials; coordinates with OASAM personnel to ensure actions are completed timely. Advises management officials regarding procedures and policies on a variety of HR functions including but not limited to incentive awards, leave programs, recruitments, training and merit promotions, and time and attendance system. Attends staff meetings and briefings, documents discussions, and follows up on directed/recommended actions and commitments made during meetings/briefings to ensure timely completion. Provides sound advice/clarification to the program area Contracting Officer Representatives regarding the scope and terms of contracts. Complies with laws, regulations, and standards that prescribe ethical conduct in acquisitions, and prevent fraud, waste, and abuse. Interprets program and operational policies and directives, management goals, and planning process. Reviews and evaluates technical and analytical reports, and writes correspondence which includes status reports, briefing papers, position papers, decision documents, performance standards and appraisals, and other administrative documents.

Education

There is no substitution of education for the required specialized experience for this position at the GS-14 grade level.
