Summary
This position is with VA Central Office (VACO) within the Human Resources Service Center (HRSC), Organizational Strike Team. Incumbent supervises a team of HR professionals working with various HRSC Operations teams on the implementation of complex organizational changes and actions involving extensive changes to employee data. The work demands an unusual degree of insight into the understanding of and sensitivity between various personnel programs.
Duties
Major duties: Assist customers with organizational changes including the creation, elimination, transfer, or consolidation of units; renaming units; structural realignments or reorganizations and changes to manpower allocations; Plan and carry out projects to identify and resolve problems regarding the implementation of effective programs related to organizational design and classification position management; Analyze impacts of assigned HR program areas to determine appropriate improvements, amendments, changes and needs of the program; obtain information through site visits and reports of known or suspected problem areas; Draft HRM processes and guides to meet the needs and goals of the agency; prepare and present reports on recommended actions to all levels of management for program improvement and effective management; Develop guidance, procedures, and standards for new and/or evolving program areas; develop and issue guidance to alleviate existing or potential problems; Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities; evaluate work performance of subordinates. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: May be available at Manager's discretion. Telework: May be authorized in accordance with agency policy. Virtual: This position may be authorized for Virtual Work.
