Summary

This position serves as the Branch Manager for the Performance Engineering Branch within the Learning & Performance Effectiveness Division. The incumbent is responsible for providing strategic and operational leadership to a team of technical human resource and employee development experts. The position will be subject to the AHR reorg and duties may be subject to change.

Duties

Directs and manages the development, validation, and maintenance of comprehensive competency models for diverse technical, professional, and safety-critical occupations across the FAA. Oversees the design and execution of rigorous instructional design standards, methodologies, and frameworks for both virtual and instructor-led training programs, ensuring compliance with modern adult learning principles. Enforces strict quality control reviews of all instructional content, learning systems, and performance support tools to ensure educational integrity, relevance, and alignment with OPM and FAA performance requirements. Drives the implementation of cutting-edge technology and innovative learning methodologies (e.g., microlearning, adaptive learning systems, and digital job aids) to enhance the speed and effectiveness of skill acquisition. Leads the identification, design, and deployment of performance support solutions and skill-building initiatives that target critical skill gaps and improve overall workforce performance effectiveness. Collaborates with divisional and line-of-business leadership to analyze operational performance data, diagnose training needs, and deliver targeted, non-classroom performance interventions (e.g., electronic performance support systems, coaching guides). Formulates robust evaluation frameworks and metrics to assess the return on investment (ROI), transfer of learning, and operational impact of competency and training programs on a recurring basis. Directs and leads a highly technical team of instructional designers, competency analysts, and performance support specialists. Plans, schedules, and assigns work, setting short-term priorities and establishing clear performance standards. Monitors and evaluates individual employee performance, utilizing objective performance measures to ensure programmatic timeliness, quality, and technical accuracy. Coaches and mentors subordinate staff, provides regular feedback, and identifies specialized training or professional development opportunities to enhance technical capabilities. Exercises authority to recommend and approve key personnel actions, including selections, promotions, and awards, and initiates appropriate corrective or disciplinary actions when required.
