Summary
This position serves as the Division Manager for the Learning & Leadership Development Division, providing strategic direction, enterprise-level governance, and comprehensive operational leadership for learning delivery, employee readiness, and leadership pipelines.
Duties
Managing and integrating the operations of three specialized subordinate branches (Learning Delivery & Operations, Workforce Readiness, and Organizational Leadership), the incumbent drives agency-wide Workforce Transformation initiatives to attract, develop, and retain top-tier talent across the FAA's 45,000+ national workforce. Provides strategic leadership for the development, governance, and execution of FAA-wide learning and development programs, establishing long-term division goals that directly support the Agency¿s Workforce Transformation initiatives. Formulates and implements enterprise-level human resource development policies, procedures, and quality standards to govern class scheduling, registration protocols, course delivery, and learning management systems. Reviews and interprets complex federal regulations, OPM directives, and executive guidelines to determine the degree of impact on existing programs, advising senior HR leadership on critical compliance matters and program modifications. Champions modernization and innovation within the division, advocating for the integration of advanced learning technologies, virtual delivery formats, and AI-enabled instructional tools to optimize training accessibility and operational efficiency. Learning Delivery and Operations Branch: Overviews the administrative and logistical infrastructure of FAA training, encompassing the building of complex annual class schedules, student enrollment systems, student support services, and comprehensive logistics for classroom and remote delivery. Workforce Readiness Branch: Directs the operational and curriculum strategy for the AHR Academy, foundational technical training, non-supervisory and pre-supervisory developmental tracks, and agency-wide manager training programs. Organizational Leadership Branch: Governs the strategic identification, design, and execution of executive and executive candidate development programs, maintaining a highly qualified and diverse talent pool for the FAA¿s senior leadership. Builds, maintains, and leverages collaborative, high-level relationships across FAA Lines of Business and Staff Offices (LOB/SOs), external federal agencies (e.g., OPM, DOT), and professional training organizations to expand, align, and enhance division programs. Establishes comprehensive program evaluation frameworks, metrics, and quantitative mechanisms to regularly audit and report the effectiveness, return on investment (ROI), and organizational impact of learning and leadership initiatives. Represents the FAA as the primary point of contact and authoritative spokesperson on agency-wide learning delivery and leadership development programs in both internal and external forums. Defines, acquires, allocates, and manages the division's fiscal budget, staff, and physical resources. Integrates the budget planning processes across all three subordinate branches, projecting long-term funding requirements and defending resource requests during agency-level staffing and financial reviews. Supervises, manages, and directs a multi-level workforce. Directs the work of subordinate branch managers and senior technical experts by communicating a shared vision, setting priority guidelines, and holding managers accountable for branch performance. Monitors and evaluates organizational and manager performance, coaches and develops managerial capabilities, and fosters a high-performing, inclusive work environment. Exercises final authority to recommend, approve, or reject substantive personnel actions (e.g., selections, promotions, reassignments, rewards, and disciplinary actions) within the division.
