Summary
The primary purpose of this position is to serve as the Branch Manager for the Worklife Services Branch. The incumbent provides strategic and operational leadership for the planning, development, implementation, and evaluation of agency-wide Worklife programs and services. The position is responsible for identifying innovative strategies to enhance Worklife offerings as a core component of the FAA Workforce Transformation initiatives to attract and retain top talent.
Duties
Leads all policies, procedures, and programs associated with FAA Worklife programs and services, including the end-to-end design, communication, and execution of new national initiatives. Identifies strategic opportunities and implements creative approaches to enhance Worklife program offerings (e.g., wellness programs, child/eldercare support, employee assistance, and workplace flexibilities) as key elements of the Agency's Workforce Transformation initiatives aimed at attracting and retaining top-tier aviation and professional talent. Builds and maintains collaborative, cross-functional relationships across multiple Lines of Business and Staff Offices (LOB/SOs), labor unions, and external partners to expand, integrate, and enhance program services. Establishes standard metrics and rigorous evaluation mechanisms to systematically assess program participation, employee satisfaction, and overall effectiveness on a regular basis, using data-driven insights to recommend continuous program improvements. Conducts detailed reviews and evaluations of new and revised federal regulations, OPM directives, executive orders, legislative mandates, and relevant legal decisions or rulings to assess their specific impact on the FAA's Worklife programs and services. Determines the precise degree of impact of external guidance on existing agency programs, administrative practices, and internal operating procedures, and provides authoritative advice, strategic options, and formal recommendations to senior HR leadership. Formulates and drafts agency-wide directives, program manuals, and Standard Operating Procedures (SOPs) that align Worklife services with changing statutory requirements and modern workforce expectations. Directs, supervises, and leads a professional, multi-disciplinary team of Human Resources Specialists and program support staff. Sets clear unit goals, manages workloads, and assigns work based on complexity, employee capabilities, and shifting operational priorities. Establishes performance standards, monitors individual progress, and conducts regular performance evaluations. Actively coaches and mentors staff, identifies professional development and training opportunities, and works to foster a highly collaborative and high-performing work environment. Exercises full supervisory authority to recommend and approve substantive personnel actions, including selections, promotions, reassignments, and performance awards; reviews and approves leave requests; and initiates and implements appropriate corrective or disciplinary actions when necessary.
