Summary

The position is located in the Bureau of the Comptroller and Global Financial Services (CGFS), Deputy Comptroller for Standards, Technology, and Reporting (STR), Financial Governance, Reporting, and Standards Directorate (FGRS), Office of Financial Standards (FS). This position serves as the Office Director and serves as the Department's principal authority for enterprise-wide financial management policies, procedures, and standards.

Duties

Exercises full supervisory and managerial authority over the Office of Financial Standards staff.

Directs, plans, and executes the development of worldwide financial management policies, principles, and standards for the Department, engaging in both strategic and tactical financial management policy planning.

Represents the Department in interagency forums and working groups on financial management matters and serves as the primary point of contact and Departmental liaison for financial policy and federal assistance financial management matters.

Develops authoritative departmental financial policies, procedures, and guidance addressing all aspects of federal assistance financial management, ensuring alignment with all federal and Department laws, regulations, and practices.

Oversees specialized financial operations that ensure the integrity and efficiency of consular fee collections and strengthen financial accountability across the Department.

Top applicants may be referred to the hiring manager for further consideration. Your qualifications will be evaluated on the following competencies: Knowledge of the federal budget cycle, including planning, formulation, execution and monitoring of multi-bureau financial programs. Skill in identifying operational bottlenecks and implementing process improvements or business practice changes to increase production and quality. Ability to direct a diverse workforce through subordinate supervisors or team leaders, including evaluating performance and identifying developmental needs. Knowledge of federal mandates including the Chief Financial Officer's Act, the Anti-Deficiency Act, the Federal Managers' Financial Integrity Act (FMFIA) and the Foreign Assistance Act to ensure organizational compliance. Skill in managing inputs to complex financial systems and designing financial plans that align with bureau operations and international program goals.
