Summary

This position is located in Office of Chief Financial Officer, Division of Comptroller, Labor Administration and Fee Billing Branch . The supervisor is Meghan Blair. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Duties

The successful candidate will perform the full range of Sr. Financial Management Specialist duties. Such duties include but are not limited to: Orchestrates the development, implementation, and continuous refinement of agency-wide labor reporting and fee billing policies, leveraging advanced analytical methodologies to ensure regulatory compliance and operational efficiency. Manages the interfaces between the Cost Activity Code System (CACS), Fee Billing Engine, eBilling, FAIMIS, and other agency financial and workload management systems, ensuring seamless integration and data flow. Oversees and implements system changes, collaborating with technical and program staff to maintain system integrity and support evolving business requirements. Conducts multifaceted analyses of labor codes, fee assessments, and financial reporting structures, synthesizing disparate data streams to optimize cost recovery and uphold the integrity of agency fiscal operations. Exercises independent technical judgment in resolving intricate labor administration, billing and regulatory scenarios, serving as a principal advisor and subject matter expert on complex labor administration and fee billing matters. Designs and delivers targeted training initiatives, facilitates cross-functional communication, and provides strategic guidance to internal and external stakeholders navigating evolving regulatory landscapes. Develops comprehensive correspondence, announcements, training, and other communications to drive process innovation through the evaluation and enhancement of internal controls and reporting mechanisms.
