Summary

As a Program Analyst (Data Analytics), you will provide advice to leadership at the Division and/or Branch level in leading and coordinating the efforts of other Agency professionals and contractors in solving complex and far reaching data management issues and problems. Location of position: GSA, Federal Acquisition Service (FAS), Multiple Award Schedule (MAS) Program Management Service Center We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

This position can be located in any of the following locations: Kansas City, MO; Fort Worth, TX; Lakewood, CO; Tacoma, WA; Washington, DC; Atlanta, GA; Boston, MA; Chicago, IL; New York, NY; Philadelphia, PA; San Francisco, CA. As a Program Analyst (Data Analytics), you will perform the following duties: Serves as a senior Program Analyst (Data Analytics) and advisor to leadership at the Division and/or Branch level in leading and coordinating the efforts of other Agency professionals and contractors in solving complex and far reaching data management issues and problems for a wide range of systems, applications and customers. Translates complex concepts, findings, and limitations into concise, plain language. Closely ties findings and conclusions into the agency mission, original problem statement, and team objectives. Researches and designs presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate. Collaborates with teammates, customers, and stakeholders in a reproducible and organized manner. Conducts observational analyses using software and/or programming languages, such as Python or Java, and declarative query languages such as SQL to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derives meaning from big data (i.e. datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data. Consults with stakeholders and customers and applies analytics processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations. Provides technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the use of such technology as it relates to Agency data.

Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

How you will be evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of analytical and evaluative methods plus a thorough understanding of how data and information management and acquisition programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with policies and regulations issued by the agency, and in measuring and evaluating program accomplishments. Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives. Knowledge of database management tools (such as SQL Server, Squirrel, etc.), programming language (such as R, Python, etc.) data analysis tools and concepts (such as Excel, Tableau, etc.) in order to plan and execute major data analytic studies that materially affect projects, programs, and initiatives. Skill in applying advanced data analytic principles,concepts, methods, standards, and practices. Ability to communicate moderately complex ideas in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
