Summary

The incumbent will be responsible for increasing the change management activities in Education Service, which is vital to the mission of transitioning and sustaining the organizational transformation of the Digital GI Bill. The Management and Program Analyst (Change Management) is a member of the Program Integration Office for Education Service within the Veterans Benefits Administration.

Duties

The incumbent serves as a member of the team responsible for administering Stakeholder Engagement activities related to VBA Education programs. Specific duties include: Promotes global awareness of VA Education benefits not only for Veterans eligible dependents, and Selected Reserve- national Guard personnel, but also for eligible active duty servicemembers. Maintains effective relationships with and serves as liaison with key stakeholder including representatives of one or more of the following: regional office staff, VA officials, congressional members and their staffs, other federal agencies, partner organizations, community groups, the media and/or members of the public. Fosters strong working relationships with key partner organizations to endure the effectiveness of the program. Develops strategies, plans and implements programs, and monitors program performance. Performs program management activities involving central office and field facilities. Promotes activities aimed at improving program effectiveness and efficiency. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor. Develops stakeholder engagement strategies and implementation plans to promote organizational mission goals and objectives and address legislative stakeholder requirements. Performs program management activities and manages projects that impact central office and field office operations. Formulates and recommends plans, policies, directives, guidelines, and/or procedures necessary to effectively administer the program. Evaluates the impact and effectiveness of strategies related to administering the program. Conducts workshops/ seminars, prepares presentation materials, and provides informational material to key organizations and stakeholders. Works in close corporation with other elements of the Veterans Benefits Administration and throughout the Department of Veteran Affairs in the implementation of program strategies to Veterans and their dependents. Assists with the work of the team where each member contributes a portion of the analyses, facts, information, proposed actions, or recommendations; and/or ensures consistency of interpretation, judgment, logic, and application of policies. Organize and coordinate all program activities with key personnel and oversees all arrangements. Assists in developing stakeholder engagement initiatives to inform Veterans, Servicemembers and dependents of benefits available to them. Develops stakeholder pamphlets, web content, CD's and videos.
