Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTEGRATED PRIMARY PREVENTION SPECIALIST (PREV WF). This position is located within the Integrated Primary Prevention Section at the Joint Forces Headquarters. Serves as the Integrated Primary Prevention Specialist under the direction of the State Integrated Primary Prevention Officer. Responsible for executing and providing oversight for the state integrated primary prevention operations.

Duties

As a INTEGRATED PRIMARY PREVENTION SPECIALIST (PREV WF), GS-0101-12, you will: Responsible for the direction and technical oversight of all integrated primary prevention personnel; attends all meetings, briefings, and conferences as a lead representative of the integrated prevention program; and responsible for the full range of integrated prevention administrative requirements. Manages the integrated prevention resources and requirements to ensure continuous and efficient operations and develops and executes the integrated prevention fiscal year budget. Supports the IPPO in the execution of the continuous improvement and system integration functions of the state. Manages, plans, and coordinates a proactive continuous improvement culture that builds research based integrated prevention into daily office functioning. Oversees business process changes across all integrated primary prevention functional areas and leads the collaboration on complex interfaces with NG and state systems and similar related processes. Ensures subject matter experts provide assistance, consulting services and training for all assigned personnel, and community stakeholders when appropriate. Supports the IPPO in the execution of the internal programmatic review. Monitors and oversees all internal review ensuring compliance with all laws, regulations, policies, and procedures. Ensures effective liaison with external inspection agencies such as the NGB Integrated Prevention Workforce, and the Inspector General. Administers and oversees the state integrated primary prevention workforce. Under the direction of the state IPPO, manages prevention workforce staff actions such as assignments, reviews, evaluations, awards, travel and pay and routing. Adheres to merit principles; develops a vision for the work unit; aligns performance expectations with organizational goals; maintains a safe work environment and promptly addresses allegations of noncompliance; takes immediate action if sexual harassment or other discriminatory / unfair treatment or retaliation is observed, suspected, or reported. Fosters a climate of dignity, respect and fairness; ensures continuing application of and compliance with applicable laws, regulations and policies governing prohibited personnel practices. Conducts recurring state integrated primary prevention level meetings to review the short, medium, and long-range goals, plans, and milestones. Determines appropriate measure of program effectiveness. Homogenizes and synchronizes efforts across the Prevention Workforce. Assists the IPPO in the synchronization of prevention efforts with Commanders Intent and guidance from the State Sergeant's Major. Compiles relevant data for reports, meetings, conferences, and reviews and submits to the IPPO for review and approval. , Monitors higher, adjacent, and tactical level prevention workforce initiatives for messaging relevant to integrated primary prevention. Ensures messages are received and disseminated to subordinate elements. Ensures messages are received, understood, and complied with when appropriate. Maintains regular and effective liaison with higher authorities (NGB personnel, state leadership, etc.). Represents the IPPO at meetings with higher echelon groups (regional NG meetings, state level conferences, etc.) when appropriate. Prepares and conducts briefings and presentations to review accomplishments or report potential problem areas. Develops strategy and programs for improving and maintaining strong relationships with state leadership, and other key stakeholders. Coordinates with congressional liaison on congressional inquiries or matters. Monitors Congressional, and statewide activities of interest including the status of significant legislation and the budget process. Performs other duties as assigned.

Education

If you are using Education to qualify for this position, Additional Education Requirements 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree You must meet the following Education requirement to qualify for this position: A degree in behavioral or social science or related discipline appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. Or A combination of education and experience that has provided knowledge of the one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. Or At least four years of appropriate experience that demonstrates that you have acquired knowledge or one or more of the behavioral or social sciences equivalent to a major in the field. You must provide OFFICIAL transcripts to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
