Summary

This position is located in the Bureau of Human Resources, Office of Career Development and Assignments, Assignments Division (HR/CDA/AD). HR/CDA supports the mission of the Department of State by transparently and equitably assigning employees with the right skills to the right positions at the right time. HR/CDA meets the needs of the Foreign Service while helping employees achieve their career goals .

Duties

Manages and executes the assignment of Foreign Service employees to more than 750 positions to assigned bureaus.

Advises bureaus on Human Resources (HR) assignments polices and their impact on bureau Foreign Service staffing priorities.

Serves as subject matter expert on assigned HR and assignment policies and topics; provides advice and counsel to other assignments officers and bureau leadership.

Drafts a variety of correspondence, concept papers, program plans, and official memoranda related to announcing programs through a variety of sources.

Determines upcoming position vacancies, bureau preferences and employee training needs for these positions.

How you will be evaluated

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores. Resumes longer than two pages will be deemed ineligible and will not be considered further. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. Your qualifications will be evaluated on the following competencies: Knowledge of the Foreign Service Act of 1980 and Foreign Affairs Manual. Skill in interpreting and ability to stay abreast of new HR laws, regulations, and policies pertaining to employment in the Foreign Service. Ability to provide solutions to complex HR problems. Knowledge of and ability to research, interpret, and apply human resources laws, regulations, policies and procedures. Skill in establishing and maintaining liaison within and outside of the organization. Ability to effectively communicate, both orally and in writing.
