The primary purpose of this position is to serve as the Air National Guard Energy and Energy Resiliency SME, Enterprise-wide Program Manager, and lead point of contact for all world-wide ANG projects. This is accomplished as the Air National Guard's enterprise lead consultant and Subject Matter Expert (SME) for these programs.

Duties

Serves as the Air National Guard SME and enterprise-wide Program Manager for the energy and energy resiliency contracts. Manages and oversees functions on all ANG headquarters energy and energy resiliency special programs. Functions as the subject matter expert concerning adequacy, propriety, and direction of administrative and current functions operations associated with the Air Force-level program. Prepares professional playbooks, articles, implementation plans and guidance, program policy letters, training and other official publications and forms of information transfer. In order to support, the Air National Guard and balancing the state/territory and federal missions. Represents the Air National Guard on committees and technical working groups, staying current on policy and technical development, and advises on Air National Guard level decisions and policy.

Education

CON'T KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of energy and engineering concepts, principles, practices, standards, methods, techniques, materials, and public law, regulations, and policies for application to project development, execution, and advisory services as related to energy conservation and resiliency. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively complete assignments. Professional knowledge of the principles of planning and project management; standard acquisition regulations, practices, and procedures; and other engineering disciplines used in support of the Air Force's & Air National Guard energy goals, SAF/IE (Installations and Environment) policies and Office of Energy Assurance programs. Knowledge of procuring financing of third party financed infrastructure improvements that increase the efficiency and resiliency of energy consuming systems. Ability to assess the impact of new policies, laws, and technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, devise and recommend solutions to problems. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, and other agencies.
