Summary
The position is located in the Department of Veterans Affairs (VA), VA Medical Center (VAMC), Finance Service in Fayetteville, North Carolina. As the medical center's financial expert, the Chief Financial Officer (CFO) is responsible for establishing and maintaining an integrated system of financial staff services which contribute to effective management control over facility operations. This position reports to the Associate Director.
Duties
Financial Management Operations: This position is the preeminent financial advisor at the Fayetteville VAMC. This position is responsible for establishing and maintaining an integrated system of financial staff services contributing to effective management control over and evaluation of station operations. This position is responsible for developing local budget instructions and policies for use by operating officials in preparing their budget estimates and business proposals. After reviewing and evaluating these estimates and negotiating with operation officials within the Medical Center and at the VISN 6 Network Office, this position consolidates the results as the position recommendation to the Medical Center Director, Associate Director for Operations and the Resource Management Committee. This is the basis of his/her preparation of the budget document formalizing the knowledge of overall station objective gained as an active participant in the senior management staff in the position role as the Chief Finance Officer. This position assures that the budget system is effectively utilized as an evaluation tool in measuring program performance and effectiveness. This position is required to make frequent extensive and significant revisions to our budget plans due to the fluctuating patient workload demands, reimbursement methodologies and funding streams as well as the rapidly changing array of programs, services and health care modalities at this highly complex, highly academically affiliated VA Medical Center. Employee Position Management & Supervision: This position is responsible for all recruitment actions for the fiscal service to include processing of all Management Support System (MSS) entries and inquiries to include but not limited to recruitment actions, step adjustments, retirements/removals, permanent change of station actions and others. In the absence of a service line Administrative Officer and/or secretary the position will research draft and submit all necessary data for Resource Management Committee requests necessary to facilitate Human Resource actions for the department i.e. recruitment actions etc. Work Schedule: Monday - Friday 0800-1630 Telework: This position may be authorized for ad-hoc telework.
