The position sits within the Assistant Secretary for Financial Resource's Office of Finance, which leads financial management across HHS.
Duties
ABOUT THE POSITION As a Senior Executive, the Executive Director represents the Department at interagency forums, advises senior leadership on complex financial management issues, and promotes enterprise-wide consistency and innovation in accounting and reporting practices. The incumbent drives the development of HHS financial policy and reporting standards in support of sound stewardship of public resources and continuous improvement in financial management performance. Financial Management Policy Leadership: Provides executive leadership for developing, recommending, and issuing Department-wide financial management policies, standards, and procedures that ensure compliance with OMB, Treasury, GAO, and FASAB requirements. Serves as the authoritative source on accounting treatments, reporting practices, and financial management policy for the Department. Departmental Financial Reporting and Audit Oversight: Leads the Department's annual financial statement preparation and audit processes under the CFO Act. Coordinates with HHS's Divisions to ensure accurate, timely, and compliant financial reporting and audit deliverables. Oversees production of the Department's Agency Financial Report and other statutory financial reports. Internal Controls and Risk Management: Oversees the establishment and maintenance of internal controls over financial reporting consistent with OMB Circular A-123, Appendix A. Ensures risk mitigation strategies and corrective action plans are implemented to address audit findings and material weaknesses and assures the integrity of Departmental financial information. Federal Policy and Standards Alignment: Reviews and interprets OMB, GAO, Treasury, and FASAB guidance on weaknesses and reporting standards. Ensures Departmental policies align with government-wide standards, transparency initiatives, and modernization efforts in reporting. Strategic Oversight and Coordination: Provides oversight and integration of financial management activities across all HHS components. Directs the development of consolidated financial statements, key reconciliations, and required financial management reports for OMB, Treasury, GAO, Congress, and other stakeholders. Liaison with Oversight and Intergovernmental Entities: Serves as the Department's principal liaison with the Office of Inspector General (OIG) on the annual audit strategy, and with OMB, Treasury, GAO, and other authoritative federal agencies on accounting and reporting issues. Represents HHS in government-wide financial management councils and initiatives. Data Governance, Transparency, and Process Improvement: Provides Department-wide leadership and oversight of the Digital Accounting and Transparency Act (DATA Act), including data governance, compliance, and data quality. Drives continuous improvement in enterprise financial reporting through standardized business rules, business process reengineering, automation, and the application of innovative financial technologies. Advisory and Support Role to Leadership: Advises the Deputy Assistant Secretary for Finance, the Assistant Secretary for Financial Resources, and senior leadership on financial policy, reporting, audit, and risk management matters. Provides expert guidance on Departmental financial practices and serves as a trusted advisor to HHS leadership.
Education
Desired Qualifications: A bachelor's degree in business administration, finance, accounting or related field--or advanced degree and/or professional certification such as a certified public accountant (CPA), certified government financial manager (CGFM) or certified management accountant (CMA) - is preferred.
How you will be evaluated
You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information required within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs and TQs will be determined ineligible for further consideration. Once the application process is complete, a review of your resume and supporting documentation will be conducted. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (MTQ) listed above. ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
