Summary

The Office of Planning, Evaluation and Policy Development (OPEPD) focuses on all matters relating to policy development, implementation, and review. We coordinate with offices across the Department to ensure that policy development and implementation are in line with the Secretary's priorities and guidance. The incumbent will oversee the Program Analysis Division in the Office of Budget Service in OPEPD. This position may be detailed to another Federal agency.

Duties

Directs the formulation and presentation of budgets for elementary, secondary, vocational, and higher education programs, special education and rehabilitation programs, and research programs using procedures developed by the Budget Service's Budget Policy Coordination Division, involving the program and other Assistant Secretaries as appropriate. Identifies issues, prepares options, assesses costs and program impact, and makes recommendations about priorities and program directions in an effort to help the Secretary, Assistant Secretary and other Assistant Secretaries allocate scarce resources among competing interests. Analyses legislative proposals pertaining to elementary, secondary, vocational, and higher education programs, special education and rehabilitation programs, and research programs, involving the program Assistant Secretaries, and the General Counsel, as appropriate. Identifies issues, prepares options, assesses costs and program impact, and makes recommendations to the Secretary, Assistant Secretary, Budget Director and other senior Departmental personnel. Analyzes appropriations language and congressional intent and determines the need for legal opinions. Reviews program regulations pertaining to elementary, secondary, vocational, and higher education programs, special education and rehabilitation programs, and research programs, and prepares issue papers and recommendations, as appropriate, for the Secretary, Assistant Secretary, Budget Director, and other senior Departmental personnel in cooperation with the program Assistant Secretaries and the General Counsel. Identifies and analyzes other major issues affecting program policy in elementary, secondary, vocational, and higher education programs, special education and rehabilitation programs, and research programs. Develops options, and makes recommendations to the Budget Director, Assistant Secretary, the Secretary, and other senior Departmental personnel. Monitors the execution of the budget appropriated by Congress by analyzing and approving operating plans, apportionments, allotments, reprogramming actions, supplementals, rescissions, and deferrals in cooperation with the Budget Service's Budget Execution and Administrative Analysis Division, Budget Execution and Analysis Branch. Participates in the establishment of goals and guidelines for long-range planning and evaluation for elementary, secondary, vocational, and higher education programs, special education and rehabilitation programs, and research programs in cooperation with relevant program offices. Advises and counsels the Budget Director, Assistant Secretary and, in turn the Secretary about the policy and budget consequences of actions and events within and outside the Department and provides information and analyses that enable the Secretary to anticipate and avoid potential problems or conflicts. Represents the Budget Director, Assistant Secretary and Department in explaining and defending policies, legislative proposals, and budgets to Department officials, OMB, Congress, and the public, including continuing liaison with appropriations and budget committees, the Congressional Budget Office, and the General Accountability Office regarding program and budget policies. Directs the activities of the Division staff and allocates resources as needed. Develops and implements systems to control staff work, determines the adequacy of that work, and provides for staff development as necessary.

Requirements

- One year probationary period, unless excepted by regulation. - U.S. Citizenship - Financial disclosure statement, OGE-278. - Must be able to obtain and maintain a Public Trust security clearance. - Relocation expenses will NOT be paid. - Registration with the Selective Service (if applicable). Males born after 12-31-1959 must be registered or exempt from Selective Service. - All initial appointments to an SES position are contingent on approval from OPM's Qualification Review Board.
