Summary

This position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level 1 with a salary range of $192,332 - $204,121 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Duties

This position is in the Human Resources Division (HRD), Marketing and Regulatory Programs-Business Services (MRP-BS), Animal and Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs (MRP) mission area, USDA.

In addition to MRP agencies APHIS and Agricultural Marketing Service, HRD provides HR operational support to the Merit System Protection Board (MSPB) and the Foreign Agriculture Services (FAS).

Provides leadership to formulate and execute policies and programs designed to provide an effective HR program for MRP agencies and other serviced organizations.

Oversees the development of systems to meet current and long- range HR needs of diverse and complex organizations and assures communication of Federal Insurance and Retirement (FIR) policies and programs to employees at all levels.

Directly responsible and accountable for MRP's Succession Planning and Leadership Development; provides senior level succession planning leadership across unit lines and ensures coordination with all programs.

Responsible for coordinating and implementing Human Capital Management initiatives imposed by the Office of Management and Budget (OMB), Office of Personnel Management (OPM), USDA and the MRP agencies.

Directs recruitment and employment, labor and employee relations, employee misconduct investigations, classification and compensation policy, performance management, personnel security, and human capital planning.

Responsible through subordinate supervisors for HR operations in Washington, DC; Beltsvile, MD; Minneapolis, MN; and other locations throughout the United States.

Works on largely undefined issues, problems, and conditions of critical and highly sensitive nature requiring extensive probing and analysis to determine the nature and scope of the problems and issues.

Responsible for achieving results prescribed by the Secretary, Deputy Secretary, senior management, and oversight agencies pertaining to the President's management initiatives intended to improve agency effectiveness and efficiency.

Responsible for ensuring that MRP mission area achieves results that support USDA's Strategic and Management Initiatives.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) listed above. ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
