Summary
The Air Traffic Organization (ATO) comprises 35,000 controllers, technicians, engineers, and support personnel whose daily efforts ensure that aircraft are safe, separated, and on time. Mission Support Services fulfills the Federal Aviation Administration's mission by providing innovative and strategic direction for infrastructure and airspace design, developing airspace policy, promoting international and domestic airspace safety, and ensuring superior execution of policies and procedures.
Duties
The Director, Air Traffic Organization (ATO) Enterprise Services, provides executive direction and leadership for the oversight of staffing, policy, performance management, financial management, workforce planning, and technical labor and management development in support of the ATO. The Director ensures that supported programs are integrated and standardized across all service units within ATO. The Director has direct line authority over an organization comprising eight (8) groups with approximately 220 highly technical and scientific personnel, including 38 senior managers, and administers a budget of approximately $138M. Principal Responsibilities Oversees the prioritization and allocation of ATO's financial and personnel resources; technical labor relations; improvements to technical hiring processes; leadership and employee development; and organizational effectiveness and employee engagement. Provides leadership, direction, and guidance on the establishment, maintenance, and implementation of human capital and financial policies. Oversees ATO's human capital needs to attract and retain a diverse and qualified workforce, support development of the future aviation workforce, and meet annual recruitment targets. Manages a wide array of critical business, financial, and contract support services. Responsible for the efficient management and safeguarding of resources, ensuring internal controls meet agency standards and requirements. Represents the ATO on interagency and industry committees, as well as in formal and informal meetings, to present and defend the FAA¿s positions on fiscal and human resources initiatives affecting the ATO¿s technical and non-technical workforce.
