Duties

This announcement is for the DHS-Wide Career Expo in Buffalo, NY. Applicant must register for the Career Expo to apply and be considered. https://www.dhs.gov/homeland-security-careers/expo This position is in the Office of the Chief Data Officer (OCDO), Office of Innovation, Office of Technology and Innovation, Office of the Inspector General (OIG), Department of Homeland Security (DHS). The mission of the OIG is to conduct and supervise audits, investigations, and inspections and evaluations relating to the programs and operations of the Department. Typical assignments for GS-11 include: Assist in implementing and monitoring data governance activities for the OIG under the direction and supervision of senior OCDO staff, including drafting sections of data governance guidance, standards, and procedures. Assist in maintaining data governance artifacts including business glossary entries, data catalog records, and data asset inventory updates under established templates and procedures. Compile and organizes data quality reporting inputs from program offices and Data Stewards using established templates and procedures. Assist in maintaining tracking logs for open data quality findings and remediation status. Assist in developing and updating data governance training materials, job aids, and reference guides under the direction of senior staff. Assist in preparing materials for data governance meetings, working group sessions, and stakeholder outreach activities. Respond to routine request from program office staff for information on data governance policies and procedures; refers complex or non-routine matters to senior staff. Typical assignments for GS-12/13 include: Develop, implement, and monitor the OIG data governance framework, including establishing and maintaining data governance and management guidance, standards, and procedure to ensure data quality, accessibility, and security. Interpret and apply federal data policies, including the Federal Data Strategy, Evidence Act, and relevant privacy and security laws, to OIG governance activities; determines how agency guidance and standards must be structured to achieve compliance and advises leadership on compliance posture. Establish and own the OIG's agency-wide data quality governance framework, including data quality standards, key performance indicator definitions, measurement criteria, and reporting requirements against which Data Stewards conduct technical assessments. Design, develop, implement, and continuously evaluate a comprehensive data governance training and data literacy program for the OIG. Serve as the authoritative OCDO point of contact and subject matter expert on data governance for all OIG program offices, providing definitive guidance on directives, standards, and practices.
