Summary
About the Position: Serves as Project Engineer on assigned engineering activities associated with the construction projects administered by the Area Office. Performs reviews of design packages at all stages and coordinates, on behalf of the Construction Division, pre-award design reviews, and project and interagency coordination meetings for construction projects in Puerto Rico and US Virgin Islands.
Duties
Lead and conduct technical reviews of engineering design packages to ensure adequacy, completeness, constructability, and compliance with applicable standards.
Coordinate pre-award design reviews, design coordination meetings, and interagency meetings with stakeholders, utilities, and project partners.
Provide engineering recommendations on plans, specifications, materials, and construction methods to improve project quality and facilitate contract administration.
Serve as Project Engineer on complex construction contracts, advising the Resident Engineer on engineering, administrative, and contractual matters.
Serve as the Contracting Officer’s Representative (COR) and act as Resident Engineer when required.
Support contract administration, including modifications, change orders, and contractor claims.
Evaluate contractor submittals, schedules, and payment requests for accuracy and compliance.
Lead and/or support negotiations for contract changes and claims.
Perform field inspections of construction projects to verify compliance with contract plans, specifications, schedules, safety requirements, and quality standards.
Evaluate contractor performance and ensure appropriate quality assurance, including rejecting non-compliant materials, equipment, or workmanship and recommending corrective actions.
Prepare and deliver briefings, technical reports, correspondence, and presentations for leadership.
Participate in project close-out and turnover activities.
Support Emergency Operations as required.
