Duties

As the Chief of Staff, Risk and Control Office, you will serve as a principal executive adviser and consultant responsible for coordinating the Chief Risk and Control Officer (CRCO)'s enterprise portfolio, advancing executive priorities, resolving cross-functional issues, overseeing governance and accountability processes, and ensuring effective execution across risk management, internal controls, audit management, civil rights compliance, continuity of operations, and related programs. The executive exercises broad delegated authority to translate enterprise priorities into integrated plans, establish performance expectations and accountability, resolve cross-organizational issues, and advise the Chief, CRCO, Chief Executive Officer, and other senior leaders. The executive evaluates IRS operations and control environments-including financial management, audit, procurement, program performance, continuity, and compliance-to identify material risks, recommend policy or operational changes, and strengthen the integrity, efficiency, and resilience of tax administration. The Chief of Staff Risk and Control Office performs the following duties and responsibilities: Directs the strategic and operational integration of the CRCO organization. Establishes priorities, operating plans, performance measures, and governance routines; monitors progress toward organizational goals; assesses effectiveness, efficiency, and resource use; and directs adjustments needed to achieve results. Provides executive leadership and enterprise-wide oversight for COOP and emergency management. Establishes policy, standards, and accountability expectations; ensures the identification and protection of mission-essential functions; oversees continuity planning, readiness assessments, training, exercises, corrective actions, and incident execution; and holds business-unit leadership accountable for preparedness and sustained operational capability under all conditions. Leads the development and execution of a comprehensive enterprise process for identifying, assessing, monitoring, communicating, and mitigating risks that could impair IRS objectives, operational integrity, taxpayer service, or mission delivery. Integrates enterprise audit management and internal-control activities. Evaluates control environments and business practices, identifies systemic weaknesses and emerging risk, recommends corrective action, and monitors remediation to strengthen compliance, accountability, and operational performance. Provides executive-level governance, coordination, and advice on Civil Rights Compliance programs, including Equal Employment Opportunity, Anti-Harassment, Alternative Dispute Resolution, Civil Rights, and Disability Services, to promote compliance with applicable laws, regulations, and agency policies and accountability for program effectiveness. Represents the IRS and collaborates with senior officials at the Department of the Treasury and, as appropriate, Office of Management and Budget, Government Accountability Office, Treasury Inspector General for Tax Administration, and other federal entities on matters involving risk, audit, internal control, civil rights compliance, continuity, emergency management, and organizational resilience. Acts as the CRCO's delegate, as necessary, and exercises independent decision-making authority on enterprise issues within delegated parameters. Advises IRS Division Commissioners, Chiefs, Field Directors, and other senior leaders to resolve cross-organizational issues and ensure integrated policies, programs, and initiatives. Formulates or recommends enterprise policies, governance mechanisms, and management improvements. Evaluates legislative proposals, legal and regulatory developments, Administration and Treasury priorities, emerging technology, and internal and external trends to anticipate risk and adapt programs and operations. Requirements
U.S. Citizenship is required. Be geographically mobile to accomplish the Service's mission. Complete a one-year SES probationary period, if not previously completed. Certify you have registered with the Selective Service System if you are a male applicant born after December 31, 1959, or certify you are exempt from having to do so. Complete a OF-306, Declaration for Federal Employment, to determine your suitability for Federal employment, at the time requested by the agency. Applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent. How you will be evaluated
Your resume will be reviewed to ensure you meet the basic qualification requirements. If you meet the basic qualification requirements, your application will be referred to and evaluated by an executive panel. Highly Qualified applicants may undergo one or more interviews and/or be asked to provide a list of references or additional documents to confirm eligibility. The Executive Resources Board (ERB) will review results of the evaluation and make a written recommendation on the final selection(s) to the appointing authority. Unless you have already been certified by the OPM Qualifications Review Board (QRB) in the past or received certification by an OPM approved Senior Executive Service Candidate Development Program, your qualifications must be certified by an OPM QRB before appointment may occur. If the selected candidate does not have Qualifications Review Board (QRB) certification by the Office of Personnel Management (OPM), the individual will be required to undergo an ECQ based structured interview with OPM to determine that you meet the leadership competencies required to serve as a member of the SES. Certification by the Office of Personnel Management's Qualifications Review Board is required to be appointed to this position.
