Duties
As a Budget Analyst you will: Perform complex budget development, formulation and/or execution functions for the bureau's programs and administrative budget. Monitors, reviews and reconcile commitments, obligations, reimbursable orders, etc. Assures that obligations incurred and resulting expenditures on funds are in accordance with pertinent laws and regulations. Identifies issues and provides recommendations for resolution of complex problems. Work with the Bureau's leadership in the development of annual work plans and schedules for the execution of approved budgets. Recommends reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and legislative mandates. Review, analyze and interpret existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins. Provides authoritative interpretation, advice and assistance to leadership and other appropriate staff. Maintain complex databases, registers, and other accounting/tracking systems employed by the organization. Tracks obligations, expenditure and the flow of funds. Ensures fund availability for the processing of obligating documents. Represents the Bureau in intra- and inter-departmental meetings or similar points of contact with internal and extremal representatives and responds to inquiries where appropriate. Monitor the execution of the approved operating budget for assigned program areas to assure that funds are properly allocated and are being obligated in a timely and effective manner in support of CEBI program objectives. Incumbent is responsible for monitoring, reviewing and reconciling commitments, obligations, and overall expenditures for all funded programs.
