Summary
The primary purpose of this position is to provide legal advice, counsel, and opinions on legal matters relating to the National Guard Bureau's Standards of Conduct Program and other administrative law programs. The work often involves complex factual questions requiring extensive analysis coupled with the use of technical experts, very large sums of money, and extremely capable opposing legal talent on matters having nationwide interest. Also performs the duties of a (FOIA) attorney as-needed.
Duties
A General Law Advisor advises the Chief, NGB, the Vice Chief, NGB, and the Director of the NGB Joint Staff on a host of general law matters. Provides legal review, advice, and counsel services and utilizes an encyclo- pedic and authoritative knowledge of the myriad areas of the law that bear upon the operations of the Department of Defense, its military departments, the NGB and the National Guards of the 54 states and territories, to provide the Directors and Deputy Directors, Army and Air National Guard, ARNGRC and ANGRC Chiefs of Staff, and ARN- GRC and ANGRC Staff Directors with important and authoritative policy and planning advice and recommendations pertaining to the ARNG and ANG. Incumbent acts as the lead ethics advisor to the Chief and Vice Chief, NGB, the Directors of the Army and Air National Guard and their respective staffs, and the full-time State and Staff Judge Advocates. Incumbent provides trusted legal advice and written legal reviews for NGB/ANG/ARNG personnel to include senior leaders in the subject- matter areas of, but limited to, conflicts of interest, use of government resources, relations with non-federal entities, political activities and lobbying restrictions, travel and transportation, fundraising, gifts, speaking engagements, post- government employment and ethical conduct. Incumbent provides the full range of legal services but focuses primarily on NGB's Standards of Conduct Program. Duties include reviewing and evaluating financial interests of nominees for senior leader positions that require confirmation by the Senate, coordinating and assisting them in the confirmation process, overseeing the public financial disclosure reporting system, reviewing and certifying public financial disclosure reports, drafting of NGB policy on ethics, coordinating with all NGB components, counseling NGB and other NGB officers and employees (including military personnel), conducting assistance visits to the 54 States, Territories, and District of Columbia, developing training materials and providing training to ethics officials and NGB personnel, developing training programs and educational material, briefing individuals and NGB staff sections, acting as liaison with NGB Legislative Liaison Directorate on matters of standards of conduct, researching and preparing memoranda of law and opinions, and reviewing related regulations. Incumbent also provides administrative law support to senior leaders and conducts legal sufficiency reviews for complex investigations and NGB Freedom of Information Act (FOIA) responses.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
