Duties

The Public Buildings Service (PBS) is the landlord for the civilian Federal Government. PBS manages approximately 360 million rentable square feet of workspace for federal employees, including more than 1,600 Federally owned assets and almost 7,000 leased spaces. The Assistant Commissioner (AC), Office of Facilities Management, provides nationwide guidance and direction, ensuring that federal tenants have access to functional, productive workspaces across the Federal government, General Services Administration (GSA), and PBS. The AC, Office of Facilities Management manages their critical governmental missions by establishing robust processes and providing clear guidance, while exercising a holistic approach to facilities management, balancing operational excellence, cost effectiveness, and the evolving needs of federal agencies. This position reports to a PBS Deputy Commissioner. Additionally, the AC; Leads change and develops innovative solutions to complex programmatic challenges, leverages organizational knowledge, and develops strategic approaches to drive meaningful and impactful improvements to the Office of Facilities Management. Implements national strategies that align with PBS's mission and goals, establishing and monitoring performance measures and metrics to evaluate program effectiveness, through executive direction. Ensures cost-effective program execution by identifying and implementing cost-saving initiatives, demonstrating fiscal responsibility, and strategic financial management, which requires an in-depth understanding of organizational budgeting, resource constraints, and long-term planning. Communicates and engages with a diverse range of high-level stakeholders, including Congressional committees, the Office of Management and Budget, other Federal agencies, and industry leaders, which requires sophisticated communication skills to represent PBS's interests, develop and maintain strategic partnerships, and negotiate complex inter-agency issues. Requirements

OTHER CONDITIONS OF EMPLOYMENT: This position is a critical sensitive national security position. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. Veteran's preference does not apply to positions in the Senior Executive Service.

An SES review panel will evaluate your resume based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo a structured interview and/or other assessments, such as providing a writing sample, work plan or other written product; reference checks may also be conducted. If selected, you must be certified by an Office of Personnel Management (OPM) Structured Interview Qualifications Review Board (SIQRB), unless you are a current career SES member, former career SES member with SES career reinstatement eligibility, or have successfully completed an OPM-approved SES Candidate Development Program (SES CDP).
