The incumbent is assigned as the Administrative Officer in Health Administration Service for the VA Texas Valley Coastal Bend Health Care System in Harlingen, Texas and has major and significantly diverse responsibilities. VATVCBHCS is an integrated health care delivery system serving 20 counties in the areas of the Lower Rio Grande Valley, Coastal Bend, and Laredo, with an estimated Veteran population of 105,000. VATVCBHCS treats more than 30,000 unique Veterans annually.
Duties
At the GS 9 level, the Administrative Officer functions in a developmental capacity and performs management, administrative, and analytical work with moderate independence but within a guided framework. Duties and knowledge reflect the application of established principles, methods, and procedures. Responsibilities include: Program & Administrative Support - Assists the Chief, HAS by performing analyses of procedures, workflow, staffing patterns, and space utilization under established guidelines. - Conducts surveys and compiles data to support operational improvements; elevates complex issues for supervisory guidance. - Prepares drafts of reports, proposals, justifications, and briefing materials for review and refinement. Budget & Financial Work - Gathers and tracks budget data; assists with compiling annual budget estimates and monitoring fund usage. - Performs routine analysis of expenditures and identifies variances under supervisory review. - Supports maintenance of control point records but does not independently develop long range financial strategies. Personnel Management Support - Assists with recruitment packages, resource requests, personnel actions, and personnel tracking. - Prepares draft position descriptions and organizational charts for supervisory approval. - Provides staff guidance on leave usage and tour of duty documentation. Policy, Planning & Compliance - Participates in short term planning activities and provides recommendations based on collected data. - Assists in drafting policies and procedures; reviews VATVCBHCS wide policies, elevating concerns or recommendations to the AO or Chief HAS. Program Analysis - Conducts preliminary analyses of workload data, staffing models, ACD metrics, space needs,and equipment inventory. - Identifies trends and contributes to program reports but does not independently formulate corrective action. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position may be authorized for Ad Hoc telework.
